Supreme Constitution Of The World Imperium Sovereign Emancipation

PREAMBLE

We the Sovereign People of earth declare that we are united with a greater sense of duty and acknowledge, understand, and accept that Sovereignty is our highest moral and ethical duty and responsibility.

We the Sovereign People of Earth that live on the planet known as Earth hereby declare that we create the World Imperium Sovereign Emancipation.

As our rightful inheritance, we claim the Earth as our Sovereign Domain which bequeaths everything in, on, or above the Land, Air, and Water as the Guardians of the Earth.

As the Guardians of the Earth, it is our moral and ethical duty to oversee the minimum standards and practices overall Governments and Courts of the World Imperium Sovereign Emancipation.

We come together to create a shared and harmonious prosperity that creates and preserves our own strong culture and traditions that will not interfere, cause harm, or infringe on another’s harmonious prosperity.

We honor and respect our family bonds and cohesiveness to create future generations filled with our greatest aspirations to create a better future for the World.

We create our common mission to see all people share the desire for cooperation, creativity, ingenuity, knowledge, critical thinking, scientific discovery, and engineering through facts, logic, and reason.

We recognize that in an advanced society that freedom has responsibility, and that responsibility requires accountability.

We hold the truth, that justice must be tempered with compassion, with that compassion we must accept that Justice must not be blind to all facts and evidence and that Justice must not be swift and ignorant, but timely and fair.

We are a determined and reasoned People, we are tolerant but resolute in our determination for peace, transparency, and accountability, to keep a harmonious balance with each other through the common understanding that it is our duty to stand in truth, honor and integrity.

Section 1: Sovereigns

The Foundation of Sovereignty is the desire to accept greater Freedom, Responsibility, and Accountability which leads us to the immutable Sovereign MAXIM of “DO NO HARM” upon others, this ensures the peace and enjoyment of life on our planet. This immutable sovereign maxim is the underlying principle of Sovereignty.

The Foundation of Sovereignty is that every Sovereign acts in Truth, Honour, and Integrity where they accept that freedom is a responsibility that comes with the accountability of their actions and choices.

The Foundation of Sovereignty is to create harmonious prosperity that strengthens our culture and traditions.

Sovereignty is the collective moral and ethical duty of our full right and power to establish the World Imperium Sovereign Emancipation without any external interference.

Being a Sovereign is a choice for a greater sense of Duty and Comprehension with the knowledge that Sovereignty emanates from living Man and Woman and from no other source.

Being a Sovereign is a choice of being a member of an advanced and enlightened society, where freedom has responsibility and all Sovereign’s are accountable for their actions and choices.

Being a Sovereign is to have absolute power and authority to govern and control oneself.

Sovereign Inherent Irrevocable Freedoms and Lawful Protections are too exhaustive to enumerate.

Sovereigns are the only source of legitimate authority for the Governance of Earth as they are the Creators of this Constitution and the keepers of the planet.

Each Sovereign agrees to govern themselves and our planet within the confines of this Constitution.

Because Sovereignty is the source of Power within the World Imperium Sovereign Emancipation, Sovereigns are responsible for making all laws that do not interfere or infringe with Sovereign Irrevocable Freedoms and Lawful Protections, and Citizen and Denizen Irrevocable Rights and Freedoms, and Lawful Protections.

As Creators of the law, all Sovereigns are equal to the Courts and live by the principle of the laws they create.

Responsibility and Duties of a Sovereign

Each Sovereign has the Duty to protect the Sovereign Nation they live in within World Imperium Sovereign Emancipation against Invasion, Insurrection, War, or Treasonous or Subversive Actions.

Each Sovereign has the Duty to protect the World Imperium Sovereign Emancipation from Invasion, treasonous or subversive actions.

Within their Nation, each Sovereign has the Duty to Vote in every Council Election, Referendum, vote to return their Delegated Authority, or vote on an Amendment to the Supreme Constitution of the World Imperium Sovereign Emancipation.

Each Sovereign that has the ability to enter into Service, has the Duty to join their Nation’s Sovereign Guard for three years after graduating from the Youth Learning Centers.

The Duty to Participate when requested in Grand Juries or Jury Trials of Sovereigns.

It is the Duty of Sovereigns to Protect Citizens and Denizens Individuals Irrevocable Rights and Freedoms and Lawful Protections.

Sovereign Affirmation

“I (name) affirm that I make an absolute solemn declaration that I renounce all loyalty, fidelity and allegiance to any Foreign Sovereign, Foreign Monarch, Nation, State, Government, Power, or Secret Societies, to whom I have heretofore been a Member, Subject, or Citizen; and affirm sole loyalty and allegiance to the Sovereigns of the sovereign Nation of (Insert Your Nation Name Here); and that I will uphold, defend, and protect the Constitution and I will fulfill my Responsibilities and Duties of a Sovereign, and I will defend and uphold all principles of law that I am guided by in the sovereign Nation of (Insert Your Nation Name Here), and that I take this affirmation freely, without any mental reservation or purpose of evasion.”

Revocation of Sovereignty

All Sovereigns are subject to a Grand Jury comprised of other Sovereigns to determine if a Sovereign will appear before the Courts for intentionally violating the principles of our laws.

A Sovereign will not have their Sovereignty abdicated by any Member Nation within the World Imperium Sovereign Emancipation, due to age and or illness of age, or temporary or permanent physical and or mental incapacity, Injury or disability.

Every Sovereign will have the choice to abdicate their Sovereignty at any time, which will be reviewed by the Sovereign Council.

A Sovereign may choose to Prorogue their own Sovereignty on arrest.

A Sovereign can only be charged with a crime after their Sovereignty is Prorogued or Abdicated.

If a Sovereign refuses to prorogue their own Sovereignty on arrest for a non-serious or non-heinous crime, the Sovereign will be released and notified of the determination of the Grand Jury within 72 hours of arrest and release.

If a Sovereign refuses to prorogue their own Sovereignty on arrest for a serious or heinous crime, the Sovereign will be detained until Grand Jury is empaneled and make their determination within 72 hours of arrest.

The Grand Jury will determine if there is enough evidence to Prorogue the Sovereignty of the Sovereign and will forward their determination to the Courts of Justice.

A Grand Jury of their Peers may suspend the Sovereignty of another Sovereign by declaration where they have committed a harm.

If a Sovereign is found guilty, their Sovereignty will be Abdicated by their own actions and choices. On the Abdication of their Sovereignty, a Sovereign will become a Citizen.

If a Sovereign is proven innocent, the prorogation of Sovereignty will be ended.

Every Sovereign that has abdicated their Sovereignty through Conviction shall be eligible to regain their Sovereignty if after five (5) years: 1.1. They completed Rehabilitation for first-time Offenders. 1.2. Has been convicted of Perjury. 1.3. Have not been convicted of a Serious or Heinous Crime. 1.4. Have not been convicted of more than three (3) non-serious or non-heinous Crimes. 1.5. and Retaken the Sovereign Affirmation.

Foreign Sovereigns

Any Sovereign that engages in harmful activity while in a Foreign Country will be subject to a Grand Jury be impaneled.

A Sovereign Visiting another Nation within the World Imperium Sovereign Emancipation will be considered a Foreign Sovereign by that Nation.

Sovereigns may transfer their Loyalty and Fidelity to another Sovereign Nation within the World Imperium Sovereign Emancipation by taking their Sovereign Affirmation.

Part Two: World Imperium Sovereign Emancipation

Supremacy of the Constitution

This Part will create the Authority of the World Imperium Sovereign Emancipation to handle affairs between Member Nations and Non-Member Nations of the World Imperium Sovereign Emancipation.

This Part will create the Power and Authority of the Councils of the World Imperium Sovereign Emancipation.

All Laws passed by the World Imperium Sovereign Emancipation Council and any Council within a Nation will follow and abide by the Authority of this Supreme Constitution.

Any Law passed by Any Council that violates the Supreme Constitution will have no power, authority, force or effect, or legitimacy within World Imperium Sovereign Emancipation.

Any Law that suppresses any Sovereign Irrevocable Freedoms and Lawful Protections, or Citizen and Denizen Irrevocable Rights or Freedoms and Lawful Protections will be considered High Treason.

Membership

Initial Membership of Signing Nations

Initial Member Nations will join with the terms laid out in this Article of the Supreme Constitution of the World Imperium Sovereign Emancipation.

Requirements to Enter and Terminate Membership in the World Imperium Sovereign Emancipation

Each Nation will be required to hold and acquire a 75% approval vote of its Citizens to join the World Imperium Sovereign Emancipation. This vote will be the consent of the Nation to replace their Governing System and Laws with the Supreme Constitution of the World Imperium Sovereign Emancipation.

Each Nation that has become a member of the World Imperium Sovereign Emancipation shall sever and terminate all Loyalties and Allegiances to any Foreign Governments, and all International Treaties and Agreements.

Each Nation will be required to hold and acquire a 75% approval vote of its Citizens to leave the World Imperium Sovereign Emancipation. This will activate a one-year notice, and transition period for the Nation. This vote will be the consent of the Nation to replace the Supreme Constitution of the World Imperium Sovereign Emancipation with the Constitution and Laws of their Choice.

World Imperium Sovereign Emancipation Council Approval

The World Imperium Sovereign Emancipation Council will vote to approve each new Member Nation with a two-thirds approval.

On approval, each New Member Nation will send a Representative to sit on the World Imperium Sovereign Emancipation Council.

For each new Member Nation, the World Imperium Sovereign Emancipation Council will create a Temporary Transition Council for the duration of the Transition Period.

Transition Period on Entry of the Union

The transition period will be between 2 years and 10 years.

The Transition Plan will be laid out by the Temporary Transition Council.

The transition period includes rewriting, transitioning, and removing laws that are not in alignment with the Supreme Constitution of the World Imperium Sovereign Emancipation Nation Constitution.

During this transition period, the World Imperium Sovereign Emancipation Temporary Transition Council will request of other Member Nations for assistance and training for the New Member Nation’s Sovereign Council, National Council, Regional Council, City and Town Councils, Judicial Council, Treasury Council, Military Council, and for their Sovereigns to learn a greater sense of duty and acknowledge, understand, and accept that Sovereignty is our highest moral and ethical duty and responsibility.

All Policing during the transition period shall be upgraded to the World Imperium Sovereign Emancipation Policing Standards. During the Transition Period the Nation’s police force will be under the Supervision of the World Imperium Sovereign Emancipation Temporary Transition Council for that Nation.

Acquiescing of Rights to the World Imperium Sovereign Emancipation

Each Nation will operate its Courts of Justice by the Supreme Justice Edict.

Transferring of Information to the World Imperium Sovereign Emancipation

All records of all living and deceased persons shall be added into Records of the World Imperium Sovereign Emancipation.

Administration of the World Imperium Sovereign Emancipation

Any Delegated Authority assigned to the Councils and Administrations by the Constitution will remain with the Sovereigns. All Members of Councils and Administrations of Every Nation and Councils and Administrations of the World Imperium Sovereign Emancipation will have Diplomatic Immunity when working and traveling for official purposes inside or outside of the World Imperium Sovereign Emancipation.

No law shall be written or interpreted by any World Imperium Sovereign Emancipation Council or Administration using the Color of Law.

World Imperium Sovereign Emancipation Councils, Administrators, Administrative Hires (Employees) Affirmations:

All World Imperium Sovereign Emancipation Council Members and Temporary or Permanent Council Members will publicly affirm and sign the Affirmation Document that states this affirmation:

“I (name) affirm that I will fulfill my Responsibilities and Duties as a (Position) to bring forth the interests and concerns of my Nation to the World Imperium Sovereign Emancipation Council and uphold the will of the Sovereigns of every Nation of the World Imperium Sovereign Emancipation and that I take this affirmation freely, without any mental reservation or purpose of evasion.”

World Imperium Sovereign Emancipation Administrative Employees will sign the Affirmation Document that states this affirmation:

“I (name) affirm that I will fulfill my Responsibilities and Duties as a (Position) to uphold the will of the Sovereigns of every Nation of the World Imperium Sovereign Emancipation and that I take this affirmation freely, without any mental reservation or purpose of evasion.”  

Nation’s Delegated Authority

If any Nation has any Concerns about Criminality, Corruption, Treason or Dereliction of Responsibilities and Duties to the World Imperium Sovereign Emancipation by any member of any Council or Administration of the World Imperium Sovereign Emancipation, the World Imperium Sovereign Emancipation Council will vote to approve tasking the Judicial Council with setting up a Temporary Independent Special Investigation Committee that will consist of thirteen (13) qualified Sovereigns with the required knowledge and training to investigate a Member or Members of a Council or Administration or the entire Council or Administration.

The Temporary Independent Special Investigation Committee will determine if there is Criminality, Corruption, Treason or Dereliction of Responsibilities and Duties to the World Imperium Sovereign Emancipation by any member of any Council or Administration of the World Imperium Sovereign Emancipation and Refer the results to the Justice Council to either impanel a Grand Jury, refer the matter to the Court, and notify the World Imperium Sovereign Emancipation Council of their findings. The Justice Council will inform the Sovereign Council of the Nation the determination of the Sovereign Imperium Council Grand Jury.

The World Imperium Sovereign Emancipation Council will inform the Nations of the results of the Temporary Independent Special Investigation Committee.

Once the Temporary Independent Special Investigation Committee begins an investigation of any Member of a World Imperium Sovereign Emancipation Council or Administration, the Member of a Council or Administration will be suspended from their position pending the outcome of the Investigation. If the Council or Administration Member is convicted, they will be removed from their position.

Once the member is suspended from their position on any Council, the Nation that the Member represented will be replaced with a New Member from their Nation.  

Council Composition and Authority

Each Nation will elect from its Sovereigns, a single member to sit on the World Imperium Sovereign Emancipation Council to serve a four-year term.

Each Council Member of the World Imperium Sovereign Emancipation will be Sovereigns.

Each Permanent council will consist of 13 Council members elected from the members of the World Imperium Sovereign Emancipation Council.

All Permanent Councils of the World Imperium Sovereign Emancipation will have four (4) year terms.

All Temporary Councils of the World Imperium Sovereign Emancipation will have their power and authority, number of members on the Council, and have their term of office determined by the World Imperium Sovereign Emancipation Council.

All mentions of any Temporary or Permanent Council of the World Imperium Sovereign Emancipation in this Section of this Constitution will refer to that Council as a whole and not a Single or Partial Membership of that Council.

A Minimum Quorum to hold a vote by any Temporary or Permanent Council of the World Imperium Sovereign Emancipation is seventy-five percent (75%).

Each member of any World Imperium Sovereign Emancipation Council will hold One Vote on that Council, and will not be able to proxy, gift, or allow another member of the Council to vote in their stead.

No Member of any World Imperium Sovereign Emancipation Council will be able to delegate their authority to a private entity, organization, or corporation.

If a member of a Temporary or Permanent Council of the World Imperium Sovereign Emancipation is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the majority of the World Imperium Sovereign Emancipation Council, or recalled by the Sovereign Council of a Nation, the Sovereign Council of a Nation will send a replacement for the remainder of the Term.

In the event of a World Imperium Sovereign Emancipation Emergency, All Terms of All World Imperium Sovereign Emancipation Councils will be extended until the World Imperium Sovereign Emancipation Emergency has ended.  

Administration Layout

World Imperium Sovereign Emancipation Council

The World Imperium Sovereign Emancipation Council is the Representation of the Authority of the Sovereigns of each Nation in the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Council will be the Permanent Council that will operate within the Authority laid out in this Supreme Constitution.

The World Imperium Sovereign Emancipation Council will have the authority to create, modify, or remove any Sovereign Law that is in Supremacy to every Law of every Member Nation in World Imperium Sovereign Emancipation. Sovereign Laws are only to be created to further benefit the creation of our own strong culture and traditions that preserve our shared harmonious prosperity. All Sovereign Laws are subject to a Lawful Challenge.

The World Imperium Sovereign Emancipation Council will have the authority to create, modify, or remove any Temporary Councils and Committees and their authority and responsibilities.

The World Imperium Sovereign Emancipation Council will have the power and authority to create or modify these Laws that are hold supremacy and accountability to every Nation for Crimes Against Sovereignty, Crimes Against Humanity, War Crimes within a Nation that is either a member or non-member of the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Council will have the power and authority to impeach or expel any member of the World Imperium Sovereign Emancipation Council and request a replacement from that Nation.

The World Imperium Sovereign Emancipation Council will have the power and authority to direct any of their Permanent or Temporary Councils to take a directed action that benefits the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Council will have the authority to declare a World Imperium Sovereign Emancipation Emergency where the Emergency affects more than one Nation.

World Imperium Sovereign Emancipation Treasury Council

The World Imperium Sovereign Emancipation Treasury Council will be a Permanent Council once it is created by the World Imperium Sovereign Emancipation Council.

The Treasury Council will have the authority to create banking regulations for the World Imperium Sovereign Emancipation Bank.

The World Imperium Sovereign Emancipation Treasury will be operated and managed by the World Imperium Sovereign Emancipation Treasury Council.

The World Imperium Sovereign Emancipation Treasury Council will direct the Audit Committee to audit any Council that has received money from the World Imperium Sovereign Emancipation Treasury for waste and corruption annually, or when required.

World Imperium Sovereign Emancipation Treasury

The World Imperium Sovereign Emancipation Treasury will operate under the authority and direction of the World Imperium Sovereign Emancipation Treasury Council.

The World Imperium Sovereign Emancipation Treasury will be in charge of creating and managing all forms of denominations of Lawful tender and Coinage for the Currency of the World Imperium Sovereign Emancipation.

Each Council under the authority of the World Imperium Sovereign Emancipation Council will be required to submit their annual budget that will be reviewed quarterly by the World Imperium Sovereign Emancipation Treasury.  

World Imperium Sovereign Emancipation Wealth Fund

The money contributed from the Nations that have maxed out their Backup Fund and Sovereign Wealth Fund will contribute that excess to the World Imperium Sovereign Emancipation Wealth Fund.

If the World Imperium Sovereign Emancipation Wealth Fund has no need of the money contributed from Nations, it should immediately be returned to the contributing nation.

The World Imperium Sovereign Emancipation Council may vote to use the World Imperium Sovereign Emancipation Wealth Fund to purchase Corporations for the benefit of the Nations and the Sovereigns of the World Imperium Sovereign Emancipation.

Each Contributing Nation will be repaid the money they contributed from the Profits of the Corporation to a maximum of 125% of the money they contributed.

After each Contributing Nation is paid back, 40% of all the profits of each Corporation will be divided equally among every Sovereign of each Member Nation of the World Imperium Sovereign Emancipation, 40% of the money will be returned to the World Imperium Sovereign Emancipation Wealth Fund, and 10% of the money will go to the World Imperium Sovereign Emancipation Scientific and Engineering Discovery Fund, and 10% will go into the World Imperium Sovereign Emancipation Space Program.

The World Imperium Sovereign Emancipation Council may vote with a vote of 75% to redirect a maximum of 25% of the World Imperium Sovereign Emancipation Wealth Fund to be divided equally among every Sovereign of each Member Nation of the World Imperium Sovereign Emancipation, and 50% of the World Imperium Sovereign Emancipation Wealth Fund to any additional allocated spending.

World Imperium Sovereign Emancipation Bank

The World Imperium Sovereign Emancipation Bank will operate under the authority and direction of the World Imperium Sovereign Emancipation Treasury Council.

The World Imperium Sovereign Emancipation Bank will have the authority to create branches for Customers in every Nation of the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Bank will set the Interest Rate to zero percent interest.

The World Imperium Sovereign Emancipation Bank will be able to loan money to Sovereigns and Citizens at a zero percent interest rate.

Each Sovereign, National, Regional, County and City Councils of a Nation will only take loans, when necessary, from the World Imperium Sovereign Emancipation Bank.

Military Council

The World Imperium Sovereign Emancipation Military Council will be a Permanent Council once it is created by the Sovereign Council.

Each Nation will be required to have its own Military.

The World Imperium Sovereign Emancipation Military Council will only use the Military from every nation to protect the World Imperium Sovereign Emancipation from all forms of War and Military Actions.

All Military Actions of the Sovereign Imperium Council Military Council must be approved by the World Imperium Sovereign Emancipation Council.

In the event of a World Imperium Sovereign Emancipation Emergency, the World Imperium Sovereign Emancipation Military Council will have the authority to require every Nation to maintain Military readiness.

Any Attack on any Nation of the World Imperium Sovereign Emancipation is an Attack on the whole World Imperium Sovereign Emancipation.

World Imperium Sovereign Emancipation Judicial System

Restrictions

Law Advocates within the World Imperium Sovereign Emancipation will have no affiliation with any Courts, or have a clandestine membership in any business, corporation, association, brotherhood, fraternity, or society. Judges of any Court within the World Imperium Sovereign Emancipation will have no affiliation with any clandestine membership in any business, corporation, association, brotherhood, fraternity, or society that will taint their adjudication of the Law.

Judicial Council

The World Imperium Sovereign Emancipation Judicial Council as a Permanent Council will have the authority to create, modify, or remove any Procedure or Management of the World Imperium Sovereign Emancipation Court or any World Imperium Sovereign Emancipation Grand Jury.

All World Imperium Sovereign Emancipation Laws will be written for clarity and simplicity for everyone in Common English. All laws, rules, and regulations of the World Imperium Sovereign Emancipation will be written clarity and simplicity for everyone in Common English.

All World Imperium Sovereign Emancipation Laws will be written by the Judicial Council and will be approved by the World Imperium Sovereign Emancipation Council.

The Supreme Justice Edict

The Supreme Justice Edict establishes the highest moral and ethical protections of those before the Courts and the application of Justice.

1. The truth is Justice must be tempered with compassion.
2. Justice must not ignore any fact or evidence.
3. The Justice System must not act swiftly or ignorantly to where it causes unlawful harm to anyone.
4. The Justice System must work in a timely and fair manner.
5. The Justice System will interpret the Constitution and the Laws as they are written.
6. The Justice System will operate under Sovereign Law.
7. The Justice System will be free from Criminal interference and manipulation.
8. Esoteric practices are forbidden in every Court in the World Imperium Sovereign Emancipation.

Affirmation of Honesty

All Sovereigns, Citizens, and Denizens that appear before any Court of Justice within the World Imperium Sovereign Emancipation will take this affirmation, before giving a statement to that Court:

“I (name) affirm that I will be honest and truthful when giving my statement in this Court and I accept that if I am not honest and truthful, I will be charged with Perjury.”

Judiciary

All World Imperium Sovereign Emancipation Judges will be Qualified and trained with reason and logic and the knowledge of the Supreme Constitution of the World Imperium Sovereign Emancipation Judicial System, and the Laws of the World Imperium Sovereign Emancipation.

In every Judicial Ruling in the World Imperium Sovereign Emancipation, every law will be interpreted how it is written, as no other extraneous interpretations will be accepted, or permitted.

Any Judicial Corruption will result in the Accused being retried by a new Panel of Judges.

World Imperium Sovereign Emancipation Court of Justice

The World Imperium Sovereign Emancipation Court of Justice will have 9 members.

All Judges appointed to the World Imperium Sovereign Emancipation Court will be Publicly Interviewed and approved by the World Imperium Sovereign Emancipation Judicial Council.

The World Imperium Sovereign Emancipation Court will accept cases:

• With matters of trade disputes between Nations within the World Imperium Sovereign Emancipation or Nations not within the World Imperium Sovereign Emancipation,
• Prosecution of National Offences against the Harm Doctrine,
• Prosecution of National Crimes Against Sovereignty,
• Prosecution of National Crimes Against Humanity,
• Prosecution of National War Crimes,
• Corruption by World Imperium Sovereign Emancipation Council Members and or their Administrative Councils,
• Lawful challenges by Sovereigns from any Nation against the Supreme Constitution of the World Imperium Sovereign Emancipation, World Imperium Sovereign Emancipation Sovereign Laws, or World Imperium Sovereign Emancipation General Laws.
• Prosecution of Crimes directly against any Sovereign by the World Imperium Sovereign Emancipation

World Imperium Sovereign Emancipation Emergency

In the event of a World Imperium Sovereign Emancipation Emergency such as Invasion, Declaration of War against the World Imperium Sovereign Emancipation, Crimes Against Sovereignty, Crimes Against Humanity, War Crimes, the World Imperium Sovereign Emancipation Council require Nations to bring a military force to end to the Emergency.

During a World Imperium Sovereign Emancipation Emergency, the World Imperium Sovereign Emancipation Council will have the authority to issue and revoke Emergency Orders that are directed to the World Imperium Sovereign Emancipation Military Council, World Imperium Sovereign Emancipation Treasury Council, or the World Imperium Sovereign Emancipation Judicial Council, or any Temporary Council that may last for the duration of the Emergency.

In the event of a World Imperium Sovereign Emancipation Emergency, Each Sovereign that has the ability will be required to report their readiness to perform their Duty to their Nation’s Military to protect the interests of the World Imperium Sovereign Emancipation and their Sovereign Nation.

Treaty Authority of the World Imperium Sovereign Emancipation

All Nations will have Free Trade of Goods within the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Council may make Treaties with Nations or Organizations that are not members of the World Imperium Sovereign Emancipation where the Treaty benefits the World Imperium Sovereign Emancipation. All treaties signed by the World Imperium Sovereign Emancipation Council will apply throughout the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation Council may enter into any Treaty or Contractual agreement where it is subject to every Section of this Constitution; where it will cause no harm to any Nation; where will not require or force the creation, amendment, or repeal of any Laws, Rules, or Regulations of any Nation to meet with any terms, conditions or subjects of the Treaty or Contract.

Lawful Challenges

A Sovereign may initiate a Lawful Challenge against any portion of the Supreme Constitution of the World Imperium Sovereign Emancipation, or any Law passed by the World Imperium Sovereign Emancipation Council.

The Concept and Design of a Lawful Challenge is to facilitate an impartial determination by removing subjectivity from disagreements against the Supreme Constitution of the World Imperium Sovereign Emancipation, Sovereign Laws, or other Laws of the World Imperium Sovereign Emancipation by using evidence, facts, logic, and reason.

Each Lawful Challenge to change the Supreme Constitution of the World Imperium Sovereign Emancipation or any Law of the World Imperium Sovereign Emancipation Council must be unique, clear, and concise on the specific on the inconsistencies, Incorrectness, or how it is poorly written.

Each Lawful Challenge to change the Supreme Constitution of the World Imperium Sovereign Emancipation or any Law of the World Imperium Sovereign Emancipation must be clear and concise with why Supreme Constitution of the World Imperium Sovereign Emancipation should be changed, the reasons for the changes, the proposed new wording on what should be changed, and how the changes would benefit the World Imperium Sovereign Emancipation.

Each Lawful Challenge will be sent to the World Imperium Sovereign Emancipation Court to review, approval or rejection. The World Imperium Sovereign Emancipation Court will review and approve or outright Reject the Lawful Challenge for a change to the Supreme Constitution of the World Imperium Sovereign Emancipation.

Rejection will be on the basis that it would diminish any of the: • Sovereigns Irrevocable Freedoms and Lawful Protections • Citizens and Denizens Irrevocable Rights and Freedoms and Lawful Protections • Limitations of the World Imperium Sovereign Emancipation • A violation of the Principles of the Constitution itself.

All Lawful Challenges previously adjudicated by the World Imperium Sovereign Emancipation Court will not be accepted.

World Imperium Sovereign Emancipation Grand Jury

World Imperium Sovereign Emancipation Grand Juries will be comprised of Thirteen (13) Sovereigns randomly picked from within World Imperium Sovereign Emancipation.

World Imperium Sovereign Emancipation Grand Juries will be summoned to ascertain if there is enough evidence against a Sovereign to proceed to Court.

World Imperium Sovereign Emancipation Grand Juries will be summoned to ascertain if a Sovereign has abdicated their Sovereignty and if they will then become subject to the World Imperium Sovereign Emancipation Court.  

Alteration of the Articles of this Constitution

Constitutional Protections

All changes to the Supreme Constitution of the World Imperium Sovereign Emancipation will be written in Common English. No Change to the Supreme Constitution of the World Imperium Sovereign Emancipation that would diminish the Sovereigns Irrevocable Freedoms and Lawful Protections, and Citizens and Denizens Irrevocable Rights and Freedoms and Lawful Protections is Permitted.

The Preamble will not be subject to amendment.

Part One: Sovereigns will never be subject to Repeal and will only be subject to addition or amendment

Part Two: World Imperium Sovereign Emancipation will never be subject to Repeal and will be limited to the creation of New Articles, or Amendment of Current Articles.

Part Three: Sovereign Nation Constitution will never be subject to Repeal and will be limited to the Creation of New Articles or amendments of Current Articles.

Amendment Process

Every Sovereign in Every Nation will have the Right to submit a Lawful Challenge to the Supreme Constitution of the World Imperium Sovereign Emancipation.

Every Amendment will be submitted to the World Imperium Sovereign Emancipation Court for a Lawful Challenge.

After the Lawful Challenge was Adjudicated by the World Imperium Sovereign Emancipation Court, it will be sent to the Sovereigns of Every Nation to Approve or Deny the changes presented by a Lawful Challenge.

Each Nation’s Sovereigns will vote to approve or disapprove the changes with a 75% approval vote offered by the changes presented in the Lawful Challenge.

With a Vote of every Nation, where 75% of the Nations must have voted in favor of the changes presented by the Lawful Challenge.

The Sovereign Council of each Nation will forward their vote to their World Imperium Sovereign Emancipation Council Member to present their Nations Vote to the World Imperium Sovereign Emancipation Council.

Each Nation’s Vote for Approval or Disapproval will be marked as a single vote of yes or no in a World Imperium Sovereign Emancipation Council Vote.

Creation and Amendment Management of the Constitution:

Each Created Article will go at the end of each of the Current Section that the changes will be added.

Each Amendment will replace the current version in the Article, and the Original Version will be moved to Appendix A: Amendments and Repeals.

Once the Amendment of an Article is approved by the Sovereigns, the previous version will be null and void.

Transparency, Corruption, and Treason

Transparency

Each Council and Administration of the World Imperium Sovereign Emancipation and all departments and offices of the Administrations will operate with complete transparency to every Sovereign of every Nation.

Each Member Nation will have the ability to petition for a vote for the impeachment of a member of any World Imperium Sovereign Emancipation Council if they fail to be transparent.

Any Member of a World Imperium Sovereign Emancipation Councils Administration that Fails to be transparent will result in or dismissal.

All Evidence of criminal activity by any member of any World Imperium Sovereign Emancipation Council or Administrator will be turned over to the World Imperium Sovereign Emancipation Court for Prosecution.

Every Temporary or Permanent Council of the World Imperium Sovereign Emancipation Councils will be required to keep and submit all records for Public Reports, and a Certified Duplicate will be delivered to the World Imperium Sovereign Emancipation Public Records. This paragraph does not apply to the World Imperium Sovereign Emancipation Military Council during a World Imperium Sovereign Emancipation Emergency.

Every Temporary or Permanent Council of the World Imperium Sovereign Emancipation will keep and submit all their financial records to their Public Reports, and a Certified Duplicate will be delivered to the World Imperium Sovereign Emancipation Public Records.

Corruption

Council and Administration Corruption:

If a member of the World Imperium Sovereign Emancipation Council is investigated and found to be corrupt and charged, the Council member will be suspended pending the outcome of the Trial before the Word Imperium Sovereign Emancipation Court of Justice. The Nation will replace its member on the World Imperium Sovereign Emancipation Council for the duration of the Suspension or Dismissal.

Judicial Corruption:

If a Judge in the World Imperium Sovereign Emancipation Court of Justice that is investigated, charged, are found to be corrupt by a Grand Jury, will be suspended from their position and duties, then will be subject to appear before the World Imperium Sovereign Emancipation Court of Justice.

The Judicial Council will replace the suspended Judge with a list of qualified Judges submitted from every Member Nation.

Treason

Treason is the highest crime of betrayal against every Sovereign of the World Imperium Sovereign Emancipation.

Treason is either insurrection, mutiny, rebellion, manipulation, sedition, conspiring, coercing, colluding, cooperating, or any other means of attempting to overthrow, alter, or subvert the Power and Authority of the Sovereigns of the World Imperium Sovereign Emancipation, any Section of the Supreme Constitution, or providing Information to any Enemy.

Every Sovereign of the World Imperium Sovereign Emancipation will be subject to a Grand Jury.

Limitations of the World Imperium Sovereign Emancipation

The World Imperium Sovereign Emancipation will make no laws that restrict Religion, Religious or Spiritual Beliefs whereas if those Religions, Religious or Spiritual Beliefs do not infringe, interfere, or cause harm to any other Sovereign, Citizen, or Denizen.

There is an absolute and complete separation of Religion and Religious or Spiritual Beliefs and the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation will not finance or subsidize any Religion, Religious or Spiritual Organizations.

There will be no Institutionalized Religion and Religious or Spiritual Beliefs of the World Imperium Sovereign Emancipation or a Sovereign Nation of the World Imperium Sovereign Emancipation.

Religious Laws will not supersede any Section of this Constitution and Laws of the World Imperium Sovereign Emancipation or a Sovereign Nation of the World Imperium Sovereign Emancipation.

The World Imperium Sovereign Emancipation accepts all Religions, Religious or Spiritual beliefs, an atheist or agnostic beliefs as being Equal.

In every Council and Administration, any Political Party or Political Alliance is unlawful in the World Imperium Sovereign Emancipation.

Official Language of the World Imperium Sovereign Emancipation

The Official Language of the World Imperium Sovereign Emancipation will be Common English. Each Nation will have the right and protection to have their own Official Languages within their Nation.

World Imperium Sovereign Emancipation Glossary

World Imperium Sovereign Emancipation Glossary Definitions will not conflict or alter any definition used in any other Article of this Constitution. Glossary: Sovereign – means to have absolute power and authority to govern, and control of oneself. The power of a sovereign people is to control its own government.

Part Three: Sovereign Nation Constitution

This Section outlines the Rights and authority of each nation. Each Nation that Joins the World Imperium Sovereign Emancipation must use this Constitution in this Section.

Preamble

We the people that live within the geographic region known as the former named Province/state/nation hereby declare that we create the Sovereign Nation of (insert your nation name here). All Land, Resources & Minerals, Air, Airspace, Water, and Wildlife within this Geographic Region known as (insert your nation name here) (and off the continental shelf for 200 nautical miles) will create the Sovereign Constitution of (insert your nation name here).

Citizens and Denizens

All Nations may choose to create restrictions on the Travel of Citizens and Denizens to other Nations within the World Imperium Sovereign Emancipation.

Citizens

A Citizen is lawfully recognized as a member of the Sovereign Nation of (Insert Your Nation Name Here):

• who chooses not to become a Sovereign or take the Sovereign Affirmation.
• A Sovereign that has prorogued or abdicated their Sovereignty by choice or conviction.
• that is under the age of twenty-one (21).
• that has the inability to take the Sovereign Affirmation due to having severe mental incapacity.
• that has had their Claim of Sovereignty delayed by a Grand Jury.
• that has the inability to take the Sovereign Affirmation due the inability to exercise absolute power and authority to govern and control oneself.
• who was a Lawful Immigrant that became a Citizen and took the Citizen Affirmation.
• who was born to one or both Sovereign or Citizen parents in the sovereign Nation of (Insert Your Nation Name Here) or Abroad.

Denizens

A Denizen is:

• An Individual that has applied and has been approved to be a Lawful Immigrant.
• A Foreign Citizen or Visitor that is visiting the Sovereign Nation of (Insert Your Nation Name Here) for less than 6 months.
• Subject to Taxation Laws of the Sovereign Nation of (Insert Your Nation Name Here).

Citizens Claim of Sovereignty

All Citizens of each nation within the World Imperium Sovereign Emancipation will have the opportunity to make a Claim of Sovereignty on or after reaching 21 years of age they will be required to take the Sovereign Affirmation to the Nation they live in.

Sovereignty may be delayed for a minimum of one (1) year to a maximum of five (5) years:

• if the Citizen has been convicted of any crime;
• if the Citizen demonstrates they do not have the capacity to exercise their absolute power and authority to govern and control oneself,
• if the Citizen does not have the ability to carry out the Responsibilities and Duties of a Sovereign.

Any Citizens that have been Convicted of a Serious or Heinous Crime will be ineligible to become a Sovereign unless they apply to the Regional Courts to have the ban on pursuing Sovereignty removed.

This Delay of the Sovereign Affirmation will be determined by a Grand Jury. All new Sovereigns will take their Sovereign Affirmation on the date of their choice.

Citizens and Denizens will be:

Subject to the Laws and the Courts of Justice.

Citizen Affirmation

“I (name) affirm that I make an absolute solemn declaration that I will hold superior loyalty, fidelity and allegiance to the sovereign Nation of (Insert Your Nation Name Here) above any Foreign Sovereign, Foreign Monarch, Nation, State, Government, Power, or Secret Society, to whom I have heretofore been a Member, Subject, or Citizen; and affirm that I will uphold the Constitution and the Laws as a Citizen of the sovereign Nation of (Insert Your Nation Name Here) and that I take this affirmation freely, without any mental reservation or purpose of evasion.”

Irrevocable Rights of Citizens and Denizens

1. Every Citizen has the following Irrevocable Rights:
   1. to keep, buy, own, and carry weapons for hunting and personal protection with the Proper Certified Training.
   2. that lives and resides in the Sovereign Nation of (Insert Your Nation Name Here) for at least six (6) months of the calendar year will have access to Health Care.
2. Each Citizen and Denizen has the following Irrevocable Rights:
   1. To Life, except where approved by no less than two thirds majority of the Supreme Court or Supreme Court of Appeals when the Citizen or Denizen is Sentenced to death on conviction for Multiple Heinous Crimes or Treason.
   2. Of security by using reasonable force to defend oneself, family, another, or property from damage, attack, or invasion.
      1. To use deadly force when their or another’s Life has an imminent deadly threat.
   3. To purchase and own land and all Structures on the Land.
   4. The Right to enter, remain, and leave the sovereign Nation of (Insert Your Nation Name Here).
   5. The right move and domicile in any Region, County or City or Town of the sovereign Nation of (Insert Your Nation Name Here) without limitations or restrictions by any Council or Administration.
   6. The Right to Travel in the Sovereign Nation of (Insert Your Nation Name Here).
3. Every Denizen has the following Irrevocable Rights:
   1. To submit an application to obtain Lawful Immigrant Status.
   2. to pursue becoming a Citizen after holding Lawful Immigrant Status while living in the Sovereign Nation of (Insert Your Nation Name Here) for the number of years determined by the Sovereign or National Council and by taking the Citizen Affirmation.
   3. To submit an application to obtain a Lawful Work Permit to become employed and work in the Sovereign Nation of (Insert Your Nation Name Here).

Irrevocable Freedoms of Citizens and Denizens

1. Every Citizen has the following Irrevocable Freedoms:
   1. To pursue Sovereignty on or over twenty-one (21) years of age.
   2. To be a Citizen and hold foreign citizenship, as long as they honor this Constitution Citizen Affirmation while residing within the sovereign Nation of (Insert Your Nation Name Here).
   3. To be Free from Taxation on the Income of their Labor.
2. Every Citizen and Denizen has the following Irrevocable Freedoms:
   1. Conscience
   2. Choice and Decision
   3. Thought
   4. Belief
   5. Free Speech, and Expression.
   6. Opinion, and the expression of that Opinion.
   7. Individuality
   8. Peaceful Protests, Assembly, and Associations.
   9. Press, and all forms of media.
   10. The Freedom to use any form or type of Communication.
   11. Freedom to Practice their Religion, Religious or Spiritual Beliefs, provided the Citizen or Denizen causes no harm to anyone.
   12. Freedom to not have a Religion, Religious or Spiritual Beliefs.
   13. Healthy drinking water

Lawful Protections of Citizen and Denizens

All Citizens and Denizens will have their Irrevocable Rights and Freedoms and Lawful Protections upheld and protected by the Courts.

All citizens and Denizens will be free from Unlawful Targeting, abuse, cruel and unusual treatment, or punishment by any Council, Council Administration, Administrative Agency, Law Enforcement Agency, or the Justice System.

All citizens and Denizens that are Detained, Arrested, or Charged will be innocent of that Crime until Proven Guilty.

Each Citizen or Denizen that is Detained, Arrested, or Charged, or involved with a Court Proceeding who does not understand or speak English will have the Right to the assistance of an interpreter.

When a Citizen or Denizen is Detained, Arrested, or is Charged that Citizen or Denizen will be immediately informed of the reasons for being Detained, and on Arrest, they will have the Right and Freedom to speak with a Law Advocate without delay.

Each Citizen or Denizen that has been Charged for a Non-Serious or Non-Heinous Crime, will appear before the Court within twenty-four (24) hours.

If a Citizen or Denizen is Charged for a Serious or Heinous Crime, they will appear before a Court within seven (7) days.

When a Citizen or Denizen is Charged with any Crimes while sentenced to a Term of Custody of the Courts for Imprisonment or Rehabilitation, the Citizen or Denizen will immediately be informed of the Charges and that they are in Pre-Trial Detainment Pending Trial and they will have the Right and Freedom to speak with a Law Advocate.

Each Citizen or Denizen that is charged with a non-serious or non-heinous crime will appear at Trial within 6 months, and within 2 years for a serious or heinous crime.

All citizens or Denizens that are charged with a serious or heinous Crime will have the Right to a Jury Trial.

All Evidence collected against a Citizen or Denizen will be made available no later than 14 days for a Non-Serious or Non-Heinous Crime and 90 days for a Serious or Heinous Crime after the termination of the Investigation where this evidence is being used to pursue an Administrative Action or Criminal Charges for a Criminal Trial.

Each Citizen or Denizen will be sentenced once for each crime to a Term of Custody of the Courts for Imprisonment or Rehabilitation where they will serve only the Term of Custody of the Courts specified in the Law at the Time of Sentencing.

Each Citizen or Denizen will receive no addition in their Term of Custody of the Courts if the law has been changed to increase the Sentence by the National Council before the completion of the Sentence.

Each Citizen or Denizen will receive a reduction in their Term of Custody of the Courts if the law has been changed to decrease the Sentence by the National Council before the completion of the Sentence.

Each Citizen or Denizen that is sentenced to a Term of Custody of the Courts for Imprisonment and or Rehabilitation will complete that Term of Custody of the Courts for Imprisonment and or Rehabilitation.

Rehabilitation will only be available to citizens or Denizens who, are first-time offenders that have been sentenced to a Term of Custody of the Courts for Rehabilitation and or Imprisonment for a non-serious or non-heinous crime.

Each Citizen or Denizen that has been Rehabilitated will not to have their past criminal history used against them, except when the Citizen or Denizen has been convicted of additional Criminal Offenses after Rehabilitation.

Each Citizen or Denizen with a Criminal Record will have the Right to apply once for Rehabilitation if the Citizen or Denizen has not been convicted of any further Criminal Acts after five (5) years after their last release from prison.

Each Citizen or Denizen will be entitled to be represented by a Law Advocate before the Courts.

Each Citizen or Denizen will not be compelled to be a witness in any Court Proceedings against themselves.

Each Denizen that is convicted of any crime in the Sovereign Nation of (Insert Your Nation Name Here) will be deported upon the review of the Courts.

Justice

The authority of the Judicial Council will be Permanent once it is created by the Sovereign Council by the authority of this Constitution.

The Judicial Council will have the authority to create, modify, or remove any Procedure or Management of the Courts or any Grand Jury under its Jurisdiction.

All laws will be written for clarity and simplicity for everyone in Common English.

The first responsibility in a civil matter to determine if there is a case, and if there is a case, enter mediation before going to a Court.

Judiciary

All Judges will be Qualified and Trained with reason and logic and the knowledge of the Supreme Constitution of the World Imperium Sovereign Emancipation, the Judicial System, and the Laws of the sovereign Nation of (Insert Your Nation Name Here).

In every Judicial Ruling, the Law must be interpreted as it is written, as no other extraneous interpretations will be permitted.

Any Judge that is biased in a Case will invalidate the Judgement and Rulings of that Judge in that case, and the Judge will appear before the Supreme Court.

Any Judge that is biased in a Case will force a retrial of the Accused in the same Court under a different Judge.

Number of Judges in the Courts of Justice

The Supreme Court of Appeals and Supreme Court will have 9 Justices each.

Regional, County, and City Court Justices will have the number of Judges determined by the Judicial Council to best serve the Population of that Area.

Structure of the Courts of Justice and their Duties and Responsibilities

The Supreme Court of Appeals will only accept appeals that originated from the ruling of the Supreme Court.

The Ruling of the Supreme Court of Appeals will be the absolute and final decision in all cases that come before this Court.

The Supreme Court will:

• accept all Lawful Challenges initiated in lower Courts that have not been previously adjudicated by the Supreme Court.
• hear all Criminal Cases where a Crime is committed against the Nation.
• accept appeals from the National or Regional Court.

The National Court will accept all cases with regards to:

• immigration
• intellectual property disputes
• Nationally Regulated Businesses
• appeals from Sovereign or National Council, Boards or Commissions appeals from Sovereign or National Council Administrative Tribunals
• resolve lawsuits by or against the Sovereign Nation of (Insert Your Nation Name Here)
• resolve Lawsuits by or against any Region, County, or City in the Sovereign Nation of (Insert Your Nation Name Here)

The Regional Court will:

• hear all serious and heinous criminal cases;
• appeals from a County Court;
• appeals from Citizens pursuing Sovereignty that have been Convicted of a Serious or Heinous Crime to remove the ban on their pursuing Sovereignty.
• Accept Lawful Challenges from Sovereigns or Citizens and verify the veracity of the Lawful Challenge.

The County Court will:

• hear all non-serious and non-heinous Criminal Cases
• Civil Matters
• order and manage Rehabilitation
• appeals from the City Courts
• Accept Lawful Challenges from Sovereigns or Citizens and verify the veracity of the Lawful Challenge.

The City Court will hear all City Law infractions.

The Military Court of Justice will handle all cases that violate Military Law, Rules and Regulations; including any violating any Laws that are written by any Council by Military Members.

Appointment to the Courts:

All Judges appointed to the Supreme Court of Appeals, Supreme Court, Regional Court, County Court, and City Court will be Publicly Interviewed by the Judicial Council.

All Judges appointed to the Regional, County, and City Courts will be a Sovereign where they must be confirmed by at least two-thirds of the Judicial Council.

All Judges Appointed to the National Court, Supreme Court, and Supreme Court of Appeals must be Sovereigns where they must be confirmed by at least two-thirds of the Judicial Council and National Council.

All Judges Appointed to the Military Court of Justice will be serving Members of the Military, where they must be confirmed by at least two-thirds of the Military Council.

Lawful Challenges within a Nation:

The Concept and Design of a Lawful Challenge are to facilitate an impartial determination by removing subjectivity from disagreements against the Laws of the Sovereign Nation of (Insert Your Nation Name Here) by using evidence, facts, logic, and reason.

Each Sovereign or Citizen may initiate a Lawful Challenge that is unique, clear, and concise on how the Law within their Nation violates or duplicates a Law from Superior Council within their Nation.

Each Lawful Challenge to change any Law must be clear and concise with why Law should be changed, the reasons for the changes, the proposed new wording on what should be changed, and how the changes would benefit the Sovereign Nation of (Insert Nation).

Each Lawful Challenge to change any Law will be initiated and reviewed in either the County or Regional Court where it will be reviewed and accepted or reviewed and denied.

Once the Lawful Challenge is reviewed and accepted, the Lawful Challenge will be sent to the Supreme Court for Adjudication.

If the Lawful Challenge is denied, the County or Regional Court must state clearly and concisely why the Lawful Challenge was denied.

Rejection will be on the basis that it would diminish any of them:

• Sovereigns Irrevocable Freedoms and Lawful Protections
• Citizens and Denizens Irrevocable Rights and Freedoms and Lawful Protections
• Limitations of the World Imperium Sovereign Emancipation
• a violation of the Principles of the Constitution itself.

The Lawful Challenge may be appealed in the Supreme Court of Appeals.

All Lawful Challenges previously adjudicated by the Supreme Court of Appeals will not be accepted.

Grand Jury

Grand Juries will be summoned to ascertain if there is enough evidence against a Sovereign to proceed to Court.

Grand Juries will be summoned to ascertain if a Sovereign has abdicated their Sovereignty and if they will then become subject to the Courts.

Grand Juries will be comprised of Thirteen (13) Sovereigns.

The Sovereigns and Citizen will have the authority to summon a Grand Jury to investigate any Council or Administration.

ADMINISTRATION

No law shall be written or interpreted by any Council or Administration using the Color of Law.

No Inferior Council will be able to create a Law that interferes or supersedes a Law from a Superior Council within the Nation.

Councils, Administrators, Administrative Hires (Employees) Affirmations:

All Council Members and Administrators will publicly affirm and sign the Affirmation.

Administrative Employees will sign the Affirmation Document.

“I (name) affirm that I will fulfill my Responsibilities and Duties as a (Position (location)) to uphold the will of the Sovereigns and Citizens of the sovereign Nation of (Insert Your Nation Name Here), and that I take this affirmation freely, without any mental reservation or purpose of evasion.”

Sovereigns Delegated Authority

If any Sovereign has any Concerns about Criminality, Corruption, Treason or Dereliction of Responsibilities and Duties to the Sovereign Nation of (insert name here) by any member of any Council or Administration, the Sovereign Council will vote to approve tasking the Judicial Council with setting up a Temporary Independent Special Investigation Committee that will consist of thirteen (13) qualified members with the required knowledge and training to investigate a Member or Members of a Council or Administration or the entire Council or Administration.

The Temporary Independent Special Investigation Committee will determine if there is Criminality, Corruption, Treason or Dereliction of Responsibilities and Duties to the Sovereign Nation of (insert name here) by any member of any Council or Administration and refer the results to the Justice Council to impanel a Grand Jury, then refer the matter to the Supreme Court if required, and the Justice Council will notify the Sovereign Council of their findings.

Once the Temporary Independent Special Investigation Committee begins an investigation of any Member of any Council or Administration, the Member of a Council or Administration will be suspended from their position pending the outcome of the Investigation. If the Council or Administration Member is convicted, they will be removed from their position.

Once the member is suspended from their position on any Council, that Council Member will be replaced with a New Member. The Sovereign Council will inform the Sovereigns of the results of the Temporary Independent Special Investigative Committee.

If after the Temporary Independent Special Investigative Committee finds a lack of evidence or Supreme Court has issued a not guilty verdict, the Sovereigns may choose to exercise their vote to return their Sovereign Delegated Authority.

The Sovereign’s Delegated Authority will be returned to the Sovereigns upon a successful majority vote to remove all or part of any Council or Administration and replace all or part of any Council or Administration.

The Sovereign’s Delegated Authority will be returned to the Sovereigns upon a successful majority vote to remove the entirety of any Elected Council and assemble a Temporary Council until an election is held.

The Replacement of the Sovereign or National Council will require a majority vote of each Region.

The Replacement of any Regional Council will require a majority vote in each County within the Region.

The Replacement of the County Council will require a majority vote in each City and Town and outlying areas of the County within the County.

The Replacement of a City or Town Council will require a majority vote within the City or Town.

Council Composition and Authority

Each Council created by the Sovereign Council or National Council will have five (5) members that will be selected from

Qualified Sovereigns that have proclaimed their interest for a specific Council, except where it is otherwise specified in this Constitution.

The Sovereign Council or National Council will select a Qualified Sovereign that has expressed their interest for a specific Council to sit on the National Council as a liaison between the National Council and the specific Council.

All mentions of any Council in this Constitution will refer to that Council as a whole and not a Single or Partial Membership of that Council.

All actions of any Council will require a majority vote to exercise the authority of that Council.

Each member of any Council will hold One Vote on that Council, and will not be able to proxy, gift, or allow another member of the Council to vote in their stead.

No Council will be able to delegate its authority to a private entity, organization, or corporation.

Continuity of Councils:

In the event of a National Emergency, this Section Continuity of Councils will be suspended and operate under the National Emergency Section Continuity of Councils.

Sovereign Council:

If a member of the Sovereign Council is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Elected Member representing the same Region on the National Council will Temporarily or Permanently replace that Sovereign Council Member.

National Council:

If a member of the National Council is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Elected Member representing the same Region on the Regional Council will Temporarily or Permanently replace that National Council Member.

Regional Council:

If a member of a Regional Council is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Elected Member from within the same Region on a County Council will Temporarily or Permanently replace that Regional Council Member.

County Council:

If a member of a County Council is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Elected Member from within same County on a Town or City Council will Temporarily or Permanently replace that County Council Member.

City or Town Council:

If a member of a City or Town Council is unable to perform their duties due to Temporary incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Elected Member will be Temporarily or Permanently replaced with a Qualified Sovereign from within the same City or Town.

Replacement Procedure:

In the event of a vacancy in the National Council, the Regional Council of the same Region as the National Council Member will vote among themselves to elect a member to fill the vacancy.

In the event of a vacancy in the Regional Council, the County Councils of the same Region as the Regional Council Member will vote among themselves to elect a member to fill the vacancy.

In the event of a vacancy in the County Council, the City or Town Councils of the same County as the County Council Member will vote among themselves to elect a member to fill the vacancy.

In the event of a vacancy in the City or Town Council, the City or Town Council hold a special election to fill the empty seat on the City Council.

National Emergency

In the event of a National Emergency such as Invasion, Insurrection, War or Treasonous or Subversive Actions against the Sovereign Nation of (Insert Your Nation Name Here), natural or unnatural disasters, or other unforeseen events the Sovereign Council will have the full and unilateral authority to use any means necessary to resolve the National Emergency, short of infringing on the Sovereign Irrevocable Freedoms and Lawful Projections and Citizens and Denizens Irrevocable Rights and Freedoms and Lawful Protections, except where necessity requires the Sovereign Council to Act for the best interests of the Sovereigns, Citizens and Denizens.

During a National Emergency, the Sovereign Council will have the authority to issue and revoke National Emergency Sovereign Council Orders that may last for the duration of the National Emergency on any Council, and on all Citizens and Denizens.

In the Event of a National Emergency that involves Invasion, Insurrection, War, or Treasonous or Subversive Actions, Each Sovereign that has the ability will be required to report their readiness to perform their Duty to protect the Sovereign Nation of (Insert Your Nation Name Here). Once a Sovereign Reports their Readiness to perform their Duty, they will receive their assignment and report for Duty.

Continuity of Councils:

Any member of any Council that is unable to perform their duties, due to Temporary Incapacitation, Permanent Disability, Resignation, Death, Charged with Treason or Corruption, or removal by the Sovereigns Delegated Authority, the Sovereign Council will be able to Temporarily replace that Council Member with a Qualified Sovereign.

Elections and terms:

All Councils within the Nation will be Comprised of and elected by Sovereigns.

Two Sovereigns will be elected from each Region to be Representatives on the Sovereign Council.

One Sovereign will be Elected from each Region to be a Representative on The National Council that will be a liaison between the National Council and Regional Council for the Region.

All Councils will have terms of offices that will be five (5) years, except in the event of a National Emergency, Elections of All Councils will be suspended until the National Emergency has ended, then elections will be held as normal.

All Temporary Councils will have their term of office determined by the Creator of the Temporary Council.

Elected Councils for each Region, County, City, and Town will be comprised of Sovereigns.

The Size and composition of the Council of each Region, County, or City or Town Council will be no less than five (5) members and no more than fifteen (15) members as specified by their Creating Council.

Treaty Authority:

The Sovereign Council will have the sole authority to make and sign any Treaties or Contract with Nations or Organizations that are not members of the World Imperium Sovereign Emancipation where the Treaty benefits their Nation.

The Sovereign Council will have the sole authority to make and sign any Contract with Nations or Organizations that are within World Imperium Sovereign Emancipation where the Treaty benefits their Nation.

The Sovereign Council may enter into any Treaty or Contract where it is subject to every Section of this Constitution; where it will cause no harm to any Sovereign or Citizen; where will not require or force the creation, amendment, or repeal of any Laws, Rules, or within the Nation to meet with any terms, conditions or subjects of the Treaty or Contract.

Every Region, County, or City, or Town Council is prohibited from signing any Treaty and Contractual Agreement with any Foreign Government, Multiple Foreign Governments, or International Organizations.

Each Region, County, City, or Town Council may enter into contracts with one another where it would provide a benefit to each of the participating Regions, Counties, Cities, or Towns Councils involved in the Contract.

Administration Layout:

Sovereign Council

The Sovereign Council will be a Permanent Council where their Authority is laid out in this Constitution.

The Sovereign Council is the Representation of the Authority of the Sovereigns in the sovereign Nation of (Insert Your Nation Name Here).

The Sovereign Council will have the Supreme Authority over all other Councils within their Nation.

The Sovereign Council will have the authority to direct any Council by issuing Sovereign Council Orders.

The Sovereign Council will have the authority to create or remove any Councils and Committees that are under the direct authority of the Sovereign Council or the National Council; and create, modify, or remove the authority and responsibilities of any Councils and Committees where it serves the best interests of the Sovereigns and Citizens of the Sovereign Nation of (Insert Your Nation Name Here).

All Councils created by the Sovereign Council will be required to send funding allocation requests to National Council before being sent to the Treasury.

The Sovereign Council will create, modify, or remove the boundaries of each Region and create, modify, or remove the authority and responsibility and size of the Regional Councils.

The Sovereign Council will have the authority to declare a National Emergency.

National Council

The National Council will oversee all the Councils that are under their authority and responsibility.

The National Council will have the authority to create or remove any Temporary Councils and Committees that are created under their direct authority; and create, modify, or remove the authority and responsibilities of any Temporary Councils and Committees where it serves the best interests of the Sovereigns and Citizens of the Sovereign Nation of (Insert Your Nation Name Here).

All Temporary Councils and Committees created by the National Council will require approval by the Sovereign Council.

All Temporary Councils and Committees created by the National Council will be required to send funding allocation requests to National Council before being sent to the Treasury.

Regional Council

The Regional Council will create, modify, or remove the boundaries of each County and create, modify, or remove the authority and responsibility and size of the County Councils.

County Council

The County Council will create, modify, or remove the boundaries of each City and Town; and create, modify, or remove the authority and responsibility, and size of the City and Town Councils.

Treasury Council

The Treasury Council will be a Permanent Council once it is created by the Sovereign Council. The Treasury, Backup Fund, Sovereign Wealth Fund will be operated and managed by the Treasury Council. The Treasury Council will direct the Audit Committee to audit any Council that has received money from the Treasury for waste and corruption annually, or when required.

Treasury

The Treasury will operate under the authority and direction of the Treasury Council.

The Treasury will have the authority and responsibility of collecting and dispersing all funds to each Council under the authority of the Sovereign or National Council.

Each Council under the authority of the Sovereign or National Council will be required to submit their annual budget to the Treasury that will be reviewed quarterly.

Each Regional, County, City, or Town Council will be able to request funds from the Nations Treasury in the event of a National, Regional, County, or City Emergency that causes a Budget Shortfall.

The Treasury will transfer the Annual Net Revenue to the Backup Fund, and Sovereign Wealth Fund, where the division of the Revenue is allocated 60% to the Backup Fund, and 40% to the Sovereign Wealth Fund.

Backup Fund

The Sovereign Council will set a maximum amount for the Backup Fund. Once the Backup Fund has reached its maximum amount, all surplus is transferred into the Sovereign Wealth Fund.

The Backup Fund will only be accessed by the Treasury with the 60% vote of the Sovereign Council, except in the event of a National Emergency, the Sovereign Council will have the authority to direct the Treasury to transfer the Backup Fund to the Treasury.

Sovereign Wealth Fund

The Sovereign Council will set a maximum amount for the Sovereign Wealth Fund which can never be decreased. If the Backup Fund and the Sovereign Wealth Fund has reached their maximum amounts, the money will be sent to the World Imperium Sovereign Emancipation Wealth Fund.

Each year the Sovereign Council will set a percentage of the Sovereign Wealth Fund to be divided equally to each Sovereign that is living a majority of the year within the Sovereign Nation of (Insert Your Nation Name Here), except in the event of a National Emergency, after the Backup Fund is exhausted, the Sovereign Council will have the authority to direct the Treasury to transfer the Sovereign Wealth Fund to the Treasury.

Military Council

The Military Council will be a Permanent Council once it is created by the Sovereign Council.

All Military Actions either Foreign or Domestic must be approved by the Sovereign Council on the Recommendation of the Military Council.

The Sovereign Council will have the authority to create, modify, or remove any branch of the Military. Each Branch of the Military will have one member on the Military Council in addition to the Civilian Members.

The Sovereign Guard will be a Permanent branch of the military that is intended for Internal National Emergencies.

In times of National Emergency such as war, Natural or Unnatural Disasters, Insurrection, or any other unforeseen events the Sovereign Council will have the authority to activate the Military to full defense readiness.

Military Officer Affirmation

“I (name) affirm that I make an absolute solemn declaration that I renounce all loyalty, fidelity and allegiance to any Foreign Sovereign, Foreign Monarch, Nation, State, Government, Power, Secret Society, to whom I have heretofore been a Member, Subject, or Citizen; and affirm that I will support and defend the Constitution of the Sovereign Nation of (Insert Your Nation Name Here) against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter.”

Non-Commissioned Officer Affirmation

“I (name) affirm that I make an absolute solemn declaration that I will hold superior loyalty, fidelity and allegiance to the sovereign Nation of (Insert Your Nation Name Here) above any Foreign Sovereign, Foreign Monarch, Nation, State, Government, Power, or Secret Society, to whom I have heretofore been a Member, Subject, or Citizen; and affirm that I will support and defend the Constitution of the sovereign Nation of (Insert Your Nation Name Here) against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter.”

Petitioning a Council

The Elections and Referendum Council will keep a Public Record of all Petitions.

Each Sovereign may Petition any Council for a specific issue within the purview of that Council.

Each Petition must be clear and concise on the specific issue, an explanation and reason for the petition, and the expectation of the petitioner for resolution by the Council.

Each Council that receives a Petition will answer the Petitioner within 90 days.

If a Petition is not answered by a Council within 90 days, The Petitioner may opt to move the issue to a Referendum.

Referendums

Each Referendum initiated by a Sovereign must be clear and concise on the specific issue which will require the approval of 10% of the Sovereigns Nationally, or in their respective Region, County, City, or Town before the Referendum presented to the Sovereigns for a vote. Each Referendum will require a majority vote, which will be binding on the respective Council. No Council will have the power or authority to alter, modify, or overrule a binding Referendum without a Referendum of the Sovereigns.

Each Referendum may be subject to a Lawful Challenge.

Transparency, Corruption, and Treason

Transparency

Each Council and Administration, and all departments and offices of the Administrations will operate with complete transparency to the Sovereigns and Citizens.

Each Sovereign will have the ability to petition for a vote for the impeachment of a Member of any Council if they fail to be transparent.

Any Member of a Council’s Administration that Fails to be transparent will result in either a reprimand or dismissal depending on the severity determined by the Council they work under.

All Evidence of criminal activity by any member of any Council or Administrator will be turned over to the National Police Force.

All Councils will be required to keep and submit all records of each Member of each Council to their Public Reports, and a Certified Duplicate will be delivered to the National Records.

All Councils will keep and submit all their financial records to their Public Reports, and a Certified Duplicate will be delivered to the National Records.

Corruption

Council and Administration Corruption:

If a member of any Council within the sovereign Nation of (Insert Your Nation Name Here) is investigated and found to be corrupt and charged, the Council member will be suspended pending the outcome of the Trial before the Supreme Court Court of Justice. Continuity of Councils will apply for replacement procedures.

Judicial Corruption:

If a Judge of any Court of Justice within the sovereign Nation of (Insert Your Nation Name Here) is investigated, charged, are found to be corrupt by a Grand Jury, the Judge will be suspended from their position and duties, then will be subject to appear before the Supreme Court.

The Judicial Council will replace the suspended Judge.
